Does 2009 Legislation Affect Nonprofit Organizations ?
The 2009 Legislation affects the non-profit organizations in many ways. The important and notable of the changes would be the Serve America Act and the Non-Profit Capacity Building Program. President Obama signed the Serve America Act into law on April 21, 2009. |

The Act would improve, expand and serve the infrastructure of the non-profits to make them secure and provide the volunteers incentives to pro-actively involve themselves in community service.
Some of the key points included in the Act are as follows:
- Increasing the number of Americans in service programs across the country by more than three times.
- A volunteer generation fund was granted, with money worth $50-million in 2010. This would grow to $100-million in 2014. This money would go to nonprofit organizations or national-service commissions in the states for organizations to help charities in recruiting and managing volunteers.
- The Corporation for National and Community Service (CNCS) mission was expanded through new programs of service that would provide some incentives for students and senior citizens to participate in community service as volunteers.
- Creating of "silver scholars" program for seniors, and a summer service program for middle and high school students. They would receive a $500 education award that can be used towards college.
- Creating an education corps, a clean energy corps, and a health futures corps.
- Creating a “Social Innovation Funds Pilot Program”. This would provide "venture capital" that would be of help to nonprofit groups that have keys to successful ways of tackling social problems to expand their work. The program would have $50-million available in 2010, which would grow to $100-million in 2014.
Thus, the legislation is paving way for a brighter future for the non-profit sector.
